Training: Vincent Van Gogh never had any training in painting. Van Gogh did not start painting until he was 27.
Why did they create the series they did:

Van Gogh created The Starry Night because was trying to find a distraction from his depression and often Van Gogh used art as a way to do that.

The story behind the piece was that It was exactly what he was seeing out his window that night. As well as some influence from memories and emotions from that night.
Judgment:

I judge that I think the piece is very well made and the story behind it is very interesting too.
Theory:

A theory behind this piece is what it symbolizes. The dark depressing blue, which usally is used in a sad setting, is used as the sky color. It symbolizes the sorrow and mental state that Van Gogh was in. Also, the swirls and brushstrokes also symbolize how his mind was vague and just empty swirls in the sky.
